Reform of Muslim Family Law

Muslim women who have been historically marginalized by identity politics both from within and outside the community were further marginalized after the communal violence in Mumbai in 1992. Between 1994 and 1998, WRAG undertook an action-research project titled “Women & Law in the Muslim Community”. The main objectives were to compile, document and analyze personal laws governing Muslims in India. One of the interesting findings of this study was that Muslim women were keen to see reforms within the Muslim personal law.

As an offshoot of these findings WRAG initiated the Community Outreach Programme in 1999. Capacity building activities were initiated with women at the grass roots level as their need for reform under Muslim Family Law had to be balanced with information dissemination and awareness raising to make them legitimate partners in the advocacy process. Since then WRAG has been working intensively with Muslim women’s groups and making efforts to create space where policy makers can hear voices of the marginalized women
